SECTION 2 FRANCHISE INFORMATION
Article 1 Owning a Franchise
To set up a franchise in the league, one is required to apply to the league office. Upon approval by a
majority of the league members and/or commissioners the owner will be awarded a football club. A
franchise with multiple owners is recognized as one entity. No one owner can be affiliated with more
than one franchise including, but not limited to, submitting rosters for another team. An owner can be
a proxy for another owner when required and upon approval by the league but the proxy is not allowed
to make any independent decisions for the absent owner(s) including, but not limited to,
indescriminately substituting waiver pickups for the players suggested by the absentee owner unless
specifically authorized by the owner and agreed to by the league commissioners.

Article 2 Establishing a Football Club
Upon receipt of a franchise, the owner will be required to begin establishment of the football club. In
order to fully establish a football club an owner must provide the league office with a team nickname
and logo. The league office may provide help with the logo design if help is needed.

Article 3 Establishment Restrictions
The league office must approve final establishment of the football club. Profanity will not be accepted.
No two clubs can share the same nicknames or logos.

Article 4 Owners Obligations and Rights
Owners of football clubs in the league have certain fundamental obligations and rights.

Owners have an obligation to:
- manage their football club to the fullest extent of its capabilities, providing that those operations
comply with all restrictions set forth by the league.
- take part in all meetings as required by the league or have a proxy present, upon approval by the
league, in their absence.
- pay all fees owing in a timely manner.
- vote, when required, on all decisions made in the league.
- come prepared for the auction draft to ensure its smooth operation. There should be no reason to
delay the draft to look up stats for players that have more than 2 years experience.

Owners have the right to:
- take part in all meetings and be informed about any information pertaining to the league and their
football club.
- ask for a review of a trade by the commissioners if collusion is thought to have occurred. The
commissioners reserve the right to veto any trades if there is collusion.
- ask for a review of any rulings made by the commissioners if the owner feels that the
commissioners were not acting in good faith.
- ask for a verification of statistics if an error is thought to have occurred or if the statistics from the
official statistics website are in error. The owner must provide suitable proof to the
commissioners to convince them that official statistics website is in error.

Article 5 Annual Fee
The annual fee is collected from each owner before the start of each season. The total sum collected
will go towards the prize money that is to be distributed after the conclusion of the free-for-all week.
The fee is stated before the start of every season and can change from year to year.

Article 6 Folding a Franchise
An owner, who wishes to cease operation in the league, must attempt to find a replacement owner for
the franchise. The league must also approve any replacement owner. Should the owner fail to find a
replacement owner, this will result in the owner forfeiting all rights to the football club and its
operations. The football club will then be dealt with in anyway that the league deems appropriate. If
an owner, for whatever reason, folds a franchise there is no guarantee in whole or in part that the owner
will be entitled to a franchise in future seasons without re-applying. In no way shall their previous
ownership entitle them to have priority over other potential expansion clubs.

Article 7 Revoking a Franchise
If an owner fails to properly care for their football club by either missing line up submission deadlines,
continuously starting injured players and/or demonstrates a general lack of interest that is adversely
affecting his football clubs competitiveness then that franchise may be stripped from the owner for the
next seasons play. Also any team that exhibits collusive behaviour throughout any part of the season
may have his franchise revoked for the next seasons play.

Article 8 League Control of a Franchise
If an owner, for whatever reason, can not properly care for their football club during a season then it is
the duty of that owner to find another owner, upon league approval, who will assume responsibility for
that franchise or the league will take control of the franchise. This will be done in an effort to maintain
the competitive nature of the league. Once an owner fails to submit rosters or submits an invalid roster
three times the league reserves the right to take over control of the franchise.

Article 9 Franchise Seeding
At the start of each season the franchises are seeded from highest to lowest for the purposes of
division creation and scheduling. The divisions will be divided in the following manner:
Division Seed
Superior 1 8 9 16
Michigan 2 7 10 15
Erie 3 6 11 14
Ontario 4 5 12 13
The league members and/or commissioners may decide to forgo the format described above for
any other format that they so desire.

Article 10 Expansion/Replacement Franchises
The league may choose to expand in the future to increase competition. Each case of expansion
is dealt with according to the current situation of the league and pertinent macroenvironmental factors.
Expansion franchises will be given the lowest seeding for the purposes of division creation and
scheduling.

SECTION 3 SEASON INFORMATION
Article 1 Regular Season
The regular season is where each club faces other clubs within the league using a pre-determined
schedule in head-to-head competition. The goal for each club is to win as many games as possible to
qualify for the post-season. Each club will play a thirteen game schedule.
The schedule is based on the following criteria:
- There are four divisions comprised of four teams which are seeded 1 to 4.
- Each team shall play six games within its division (two games versus each club). The schedule
formula for these games is shown in table 3 under Division Games.
- Each team shall play two games versus clubs in other divisions based on seeding. The schedule
formula for these games is shown in table 3 under Out of Division Seeds.
- Each team shall play one other opponent in another division. The schedule formula for these
games is shown in table 3 under Other Opponent.

Article 2 Post Season
The post season also referred to as the playoffs occurs in weeks 14, 15 and 16 of the season. The
qualifying clubs will meet in single elimination competition until a champion is crowned in the
Superbowl. There will be eight teams qualifying for the playoffs and they include the four division
winners and the next four best teams which will be known as the wild card teams. In case of a tie the
the tie breakers as described in Section 8 Articles 2 thru 5 of these rules and regulations will be used
to break them. For post season competition the teams will be seeded one thru eight with the four
division winners having the top four seed positions and the wild card teams the bottom four.
Throughout the playoffs the team seeding will not change and the highest remaining seed will play the
lowest remaining seed in each round of the playoffs. For post season play teams can dress three
ranked tie breaking players as described in Section 5 Article 5 of these rules and regulations.

Article 3 Free-for-all Week
The free-for-all week occurs in week 17 of the season. The reason why that week 17 is not
incorporated into the regular season or post season schedule is because many NFL teams begin to
rest their starters in preparation for their post season play which makes it unfair for our fantasy teams.
In the free-for-all week all teams that qualify as described by Section 5 Article 4 are allowed to submit
a starting line up with three tie breakers. The team scoring the most points will win the free-for-all prize
money. A line up must be submitted by a qualifying team in order for the team to be eligible i.e. the
"previous weeks line up" clause is not acceptable.

Article 4 Survivor Pool
The survivor pool is a bonus pool that shall run concurrently with the first 15 weeks of the season. The
rosters submitted by teams for regular season and post season play shall be used in this competition.
Each week a minimum of one team shall be eliminated from the competition until there is one team
remaining. That team will be crowned as the Survivor Champion.

The highest scoring team (starters totals only) in a given week shall have immunity from elimination for
the following week. The lowest scoring team (starters totals only) in a given week, provided that they
don't have immunity from the previous week, shall be eliminated from the competition. However if a team
or teams fail to submit a legal line up for a given week, and they are still active in the Survivor Pool, then
that team or teams will automatically be eliminated from the competition regardless of their immunity
status. The lowest scoring team without immunity will also be eliminated. For calculation purposes
only, in the case of a line up submission miss, the previous weeks line up shall be used in accordance
with Section 5 Article 4. If the team with the line up submission miss and the lowest scoring team that
doesn't have immunity are one in the same then only that team shall be eliminated. If they are different
then both or all shall be eliminated from the competition.

No team shall have immunity in weeks one and the final week of the competition. All ties will be
broken using the tie breaking player(s). If still tied then the second tie breaker will be the team with the
highest overall points scored on the season and then the remaining wild card tie breaking procedures
until the tie is broken. The winner of the Survivor Pool will win the survivor pool prize money.

SECTION 4 AUCTION DRAFT
Article 1 Auction Arena
The auction arena, the place and time where the auction draft is to be held, will be set by the league to
accommodate as many league members as possible. If for any reason a league member can not
attend the draft at the specified time and place then a proxy bidder may be used by the owner, upon
league approval, to represent the team in all matters. If a proxy bidder can not be found then the
owner shall forfeit his franchise to an expansion franchise with no guarantee of obtaining ownership of
a franchise in future seasons. It is of utmost importance to have all the team owners represented
before the draft commences to maintain the competitive balance within the league so the draft start
time shall be used as a guide only.

Article 2 Fantasy Budget
Each team is given a fantasy budget of $120 to bid on players. The fantasy money is only to be used
for the buying of players at the auction draft and has no significance throughout the remainder of the
season. Owners can sell players to other owners at the auction draft table. All bidding and selling of
the players is to be done in one dollar increments or multiples thereof.

Article 3 Selling of Players
Owners can sell players to other owners at the auction draft table. When a player is sold to another
owner at the draft table the player must be sold for a minimum $1 greater than the players original
auction price. Any sale of a player above the original auction price is considered to be a profit for the
selling team and a loss for the buying team and that profit/loss shall be reflected in the respective
owners fantasy budget.

Article 4 Auction Format
- Teams can draft a maximum of 14 players.
- A player is brought up by an owner with a bid giving the players name, NFL team and position.
- The next seated owner can bid higher or pass on the player.
- All bidding is to be done in one dollar increments or multiples thereof.
- An owner has a 20 second time limit to decide whether to bid or pass on a player; once time expires
the owner automatically passes.
- Once an owner passes, he may no longer bid on that player.
- This process continues until a high bid is reached and the high bidder gets the player and deducts
the purchase price from his fantasy budget.
- The next seated owner calls up a player and the bidding process is repeated.
- The auction draft is over when all owners are depleted of fantasy dollars and/or all rosters are full.
- Any discrepancies will be decided upon by a Committee of Commissioners.

Article 5 Minimum Draft Day Requirements
Each team at the end of the auction draft must be able to submit a legal starting lineup. No tie
breaker is necessary. Legal lineups can be found in Section 5 Article 3 of the leagues rules and
regulations.

SECTION 5 ROSTERS
Article 1 Maximum Roster Size
The maximum number of players a team may have on its roster at any one time is 14. If either through
trade or waivers a team goes over the maximum roster limit of 14 then the team must immediately
waive the appropriate number of players to reduce their roster to 14.

Article 2 Player Positions
All players are eligible to play only one of five positions. The positions are Quarterback (QB), Running
Back (RB), Wide Receiver (WR), Tight End (TE) and Place Kicker (PK). NFL.com shall be the
league's official position website. Any discrepencies as to what position a player is eligible for shall
be resolved by the NFL.com player database. Note that Fullbacks (FB) are considered Running
Running Backs (RB) for our league.

Article 3 Legal Starting Line Ups
There are seven different starting lineups that a team may use. A team must dress from its roster any
one of the following formations in a given week:

Teams at all times must have enough players on their roster that will satisfy at least one of the seven
legal starting line ups outlined above. If for whatever reason, other than intentionally throwing a game,
a team dresses less than the players allowed at any position for any one of the seven legal starting
line ups then that line up will be accepted as submitted. Furthermore if a team submits a player as a
starter that is not on his current roster then that player shall be removed from the starting line up and
that position will be given a zero for the week.

Article 4 Line Up Submission Miss / Illegal Submission
If an owner fails to submit a line up or submits a line up that does not meet the criteria defined in
Section 5 Ariticle 3 for Legal Starting Line Ups then that owner shall earn one demerit point. If an
owner earns one demerit point then that owner shall not partake in the free-for-all game in week 17,
shall be automatically eliminated from the survivor pool and may be subject to having their franchise
revoked as defined in Section 2 Article 7 of these rules and regulations. In the case of a Line Up Submission
Miss the previous weeks starters, providing that they are still on the roster, shall be used as the current
weeks starters. If a player or players are no longer on the roster due to a trade or waiver transaction
then those player positions will be given a zero score. In the case of an Illegal Submission then the highest
scoring players shall be removed until a legal submission can be attained. Note that a submission is legal
as long as none of the maximum number of players per position (see Section 5 Ariticle 3) has been
exceeded for any one of the seven possible formations.

Article 5 Tie Breaker Players
During the regular season teams are allowed to dress one non-starting RB, WR or TE from its roster in
a given week as a tie breaking player. The tie breaking player, in the event of a tied game, will be
added to a teams raw score and counted towards that weeks accumulated points in an effor to break a
tie. During the playoffs and free-for-all games teams can submit three ranked tie breakers (any
combination of RB, WR and/or TE) whose points will be added one at a time to the teams raw score,
in the event of a tie, until the tie is broken. Any points accumulated by the tie breaking players
throughout the season will count in each teams points scored total for tie breaking purposes. Tie
breaking players are not required for a line up submission to be considered legal.

Article 6 Minimum Roster Requirements
Each team must at all times have on its roster enough players to satisfy any one of the seven legal
starting line ups as defined by Section 5 Article 3. Tie breaking players are not necessary to meet the
minimum roster requirements. Trades and/or waiver moves that are made that will prevent a team from
having these minimum roster requirements shall be automatically vetoed by the league.

SECTION 6 PLAYER MOVEMENT
Article 1 Free Agents
Any player that is not drafted via the auction draft is a free agent and is eligible to be picked up off of
waivers. The position a free agent is eligible will be determined by the NFL.com database.

Article 2 Waiver Wire
The waiver wire is a system where league members can pickup free agent players and add them to
their roster. The waiver wire will initially open on the first Sunday after the auction draft date. The
waiver wire will remain open each Tuesday until the first kickoff in a given a week throughout the
remainder of the season so that no free agents can ever be picked up while games are in progress.
Each day that the waiver wire is open in a given week, not including the line up submission day for
that week, teams can make waiver claims on free agent players until 10:00 pm EST. Any claims
made after 10:00 pm EST will be considered a claim for the next day. Any free agent successfully
claimed by a team can start that player for the next scheduled game. On the day of line up
submissions the waiver wire will close one hour before the first kickoff. Any free agent successfully
claimed by a team on the line up submission day can not be dressed for the next scheduled game.

Article 3 Seeding System for Waiver Wire
Teams will be given priority seeding for waiver claims. Once a team makes a free agent pickup that
team will be given the lowest seeding available and the remaining teams will advance forward one
seeding position. The initial seeding order will be set by the commissioners before the auction draft
begins.

Article 4 Picking Up Players
Any team may make a claim on an eligible free agent player any time the waiver wire is open. If more
than one team place a claim for the same player the team with the higher waiver seeding shall obtain
the rights to that player. In order to make a waiver claim a team must e-mail a list of free agent
players in the order that they want them selected, along with their position and NFL team, to the
league office. Along with the list of free agent players a list of players that are to be waived, if
necessary, shall also be submitted. The waived player list should also be in the order that the players
are to be waived. If either list is incomplete then the team has not properly notified the league of its
waiver request and the waiver request shall be denied. If at any time the picking up of a player and the
consequential waiving of another player by a team results in the team not being able to dress a legal
starting line-up as defined by Section 5 Article 3 then the league shall deny that free agent claim.

Article 5 Waiving Players
If at any time a team has greater than the maximum number of players on its roster as defined by
Section 5 Article 1 of these rules and regulations, either through trades or the waiver process, that
team shall immediately waive the appropriate number of players to meet the maximum player roster
restriction. Once a player is waived there shall be a minimum two day waiting period before that player
shall be declared a free agent and thereby be eligible to be reclaimed through the waiver process by
any claiming team. For instance if a player is waived on a Tuesday he can be reclaimed on Thursday.
If at any time the waiving of a player by a team results in the team not being able to dress a legal
starting line up as defined by Section 5 Article 3 of these rules and regulations then that waiver shall
be denied by the league.

Article 6 Initial Free Agent Draft
If time permits a free agent draft will be held between the auction draft and the start of the NFL season.
This initial free agent draft will be held on a time and place that is convenient for most. On this day
teams will be allowed to pick up free agent players in a serpentine format. A serpentine format is one
where teams draft players from highest seed to lowest seed for the odd numbered rounds and from lowest
seed to highest seed for the even numbered rounds. Once the serpentine draft is complete then the regular
waiver format will begin as described in Section 6 Article 2.

If there is not sufficient time to hold the free agent draft as described above or if the commissioners
choose to bypass this draft altogether then there will not be a draft held and the regular waiver format
will begin as described in Section 6 Article 2. In this case, typically the initial seeding order will be
the reverse order of the standings using the wild card tie-breaking procedure.

Article 7 Trading Players
A trade is an exchange of players amongst two or more teams in an attempt to benefit all teams
involved in the trade. Trading players for waiver picks or for future considerations is not allowed. If a
trade seems collusive or one-sided then the commissioners may, on their own accord or at the request
of a league member, decide to veto a trade in order to keep a competitive balance within the league
and preserve the integrity of the game. If at any time, due to the consequence of a trade, a team goes
over the maximum roster limit as defined by Section 5 Article 1 that team must waive the appropriate
number of players to meet the maximum roster restriction. If at any time a trade results in any of the
teams involved not being able to dress a legal starting line up as defined by Section 5 Article 3 then that
trade shall be denied by the league. During the season trades can only be made from Tuesday up until
10:00 pm on the day prior to the first kickoff in a given week. Players can not be traded during game play
and any committments, oral or otherwise, made during that time are null and void.

Article 8 Trading Deadline
The trading deadline shall be at the kickoff time for the games in Week #10 of the schedule. Once
the trading deadline has passed no team can make a trade for the remainder of the season including
playoffs and the free-for-all game.

Article 9 Commissioner Veto Powers and Collusion
The commissioners have within their powers to veto any and all trades or negate roster movements
where they feel collusion has occurred. Collusion includes, but is not limited to, the trading of players
for the sole purpose of improving one team without improving the other; any trades where there is a
previous agreement to trade any or all of the players back at a later date; free agent claims after the
trading deadline has passed for the sole purpose of depleting the talent pool; waiving a player so that a
team with the highest waiver priority may claim that player; purposely throwing a game to aid another
club. Bad trades by teams that are not collusive in nature will not be vetoed by the commissioners.

SECTION 7 WEEKLY GAME PLAY
Article 1 Starting Line Up
Each week in the regular season (and post season for those teams that are still active) each team
must submit a legal starting line up that meet the criteria as defined by Section 5 Article 3 of these
rules and regulations. If for any reason a legal starting line up was not submitted by an owner(s) then
the league shall invoke its powers as defined by Section 5 Article 4 for Line Up Submission Miss. The
league desires that the owners submit their starting line up each week to the line up submission area
on the website. If for any reason an owner can not access the line up submission area on the
website then they may e-mail or phone one of the three commissioners with their starting line
up. If a teams starting line up remains constant from one week to the next the owner is still required
to acknowledge that fact by hitting the submit button in the line up submission area at least once
during the week or it will be treated as a line up submission miss by the league. The line up submission
area can be accessed through the members area of the website or by clicking on your logo at the top of
the website.

Article 2 Submission Deadlines
Each week players can be added to or removed from a teams starting line up right up until the kickoff
of each individual players game. A players playing status will not change from week to week unless
adjusted by the owner of the team or by the League Office if so requested. Once the game for each
individual player has begun that players status will lock i.e. if the player was in the starting line up
he will remain in the starting line up or if the player was on the bench or used as a tie breaker then
that is where that player will remain for the week. Players that are on a bye week will have an artificial
deadline of Monday Night at 9:00 pm.

Article 3 Game Play
Each week one club shall face another club in head-to-head competition as determined by the season
schedule. Players in the starting line up shall score points for each team based on their performance
performance in the NFL games in the corresponding weeks. Each players individual performance,
taken to 3 decimal places, shall be tallied to come up with a teams total score. The total score will
then be rounded to the nearest whole number for each team. The team scoring the most points in the
head-to-head competition will be awarded a win and the team with the fewest points will be awarded a
loss. In the event of a tie the overtime tie breaking procedures shall be used as described in Section
7 Article 4
.

Article 5 Overtime
Should a game end in a tie then the tie-breaking player(s) points shall be added in an effort to break
the tie. In the regular season each team may dress one eligible player as defined by Section 5
Article 5
for Tie Breaking Players as a tie breaker. The players points shall be added to the tied teams
raw score and then the team with the most points rounded to the nearest whole number shall be
declared the winner and the team with the fewest points is the loser. In the event that game is still tied
then the tying teams shall both be awarded a tie. All points scored including overtime points shall be
used in the teams overall point totals for tie breaking purposes. In the playoffs and free-for-all games
games teams are allowed to dress three ranked tie breakers and the tie breakers shall be added one
at a time until the tie can be broken. If a playoff game is still tied after the tie breakers have been
added then a coin flip will be used to break the tie.

Article 6 Locking Scores and Statistical Appeals
All points scored and game results for a given week will lock at the start of the next scheduled games.
Every effort possible is made to ensure that the scores are correct for each game. Under normal
circumstances game statistics will be officially posted to the website no later than Tuesday evening.
At that time each owner should check their own team statistics for accuracy. If a discrepancy is found
it may be presented to the statistician for verification. If there is a disagreement between the official
league stats as obtained from Stats. Inc. and statistics that you feel are correct then you may present
your case along with documentation that supports your facts to the league commissioners. Statistics
are accumulated on a weekly basis with the best information that is available at the present time.
Once the kick-off for the next scheduled games occurs then all previous league games are locked even
if the NFL announces an official scoring change at some later date. In situations where a scoring
change is imminent but hasn't been officially changed by the NFL before our league games are
considered locked the three commissioners reserve the right to make the necessary scoring change
within our league in an effort to be fair to all teams. The official statistics come from the boxscores
accessed through: http://snap.stats.com/premium/fb/current_week.asp

SECTION 8 TIE BREAKING PROCEDURES
Article 1 Purpose of Tie Breaker
The following procedures are used to break ties in the standings in order to determine which clubs
qualify for the playoffs, the seeding for the initial waiver draft order and the overall ranking of teams.
The divisional tie breakers are only used in determining the division winners. All other tie breaking
scenarios will use the wild card tie breakers. When determining the seeding for the initial waiver draft
order the reverse order as calculated by the wild card tie breakers shall be used.

Only one club can advance to the playoffs through any tie breaker step. Remaining clubs revert

their message has been received. This includes all forms of communications, but is not limited to
